3. Revolutions

A new environmentalism may now be emerging

As the environmental revolution gains momentum we can expect to see a further shift - to a new environmentalism - a new set of perceptions and new rules of behaviour within society. Environmental pollution issues, the need for control over natural resources, and scarcity arguments are overturning previous political hierarchies and related systems of rules which were gradually established and reinforced during previous revolutions (Pirages, 1978). Environmental issues are now high on the agenda within both government and industrial policy communities, as well being increasingly acknowledged in peoples' everyday lives.
