Biography

Andy Gouldson is an inter-disciplinary social scientist who has worked on issues of environmental policy, regulation and governance for over 20 years. His specific expertise falls into three main areas:

1) Policy – where his work has examined the changing role and the evolving influence of the state, the design, delivery and impact of new forms of policy and the processes of policy learning.

2) Regulation – where his work has considered the scope for ‘better’ regulation, the capacities and cultures of regulatory agencies and the influence of different regulatory styles.

3) Governance – where his work has explored the changing nature and evolving influence of different forms of public, private and civic forms of governance.

Thematically, his work has focused on the social, economic and environmental dimensions of sustainability and on cross-cutting issues relating to climate, carbon and energy. He has particular interests in the ability of different forms of policy, regulation and governance to shape the relationship between business, economic development and the environment, and to enable the emergence of low carbon and more broadly sustainable cities and communities. He is closely engaged with policy makers at the international, national and local levels, as well as with various businesses, NGOs and community groups.

Andy is Director of the ESRC Centre for Climate Change Economics and Policy and also directs the Climate Smart Cities Programme at the Centre for Low Carbon Futures. He is also Editor of Environmental Policy and Governance and a member of the expert advisory panel on social sciences for the UK Department of Energy and Climate Change and the UK Department of Environment, Food and Rural Affairs.
